I wouldn't doubt that Moore got it from Robert Anton Wilson & Robert Shea's Illuminatus!, as that's the source from which he ripped off significant portions of the rest of V for Vendetta. [Don't get me wrong; V4V is on my all-time favorite list, but it's a bit shocking how much he lifted outright.]
