It's from a cartoon where Spike is an opera virtuoso (The Great Poochini) and he pisses off a stage magician, who then takes his revenge by zapping Spike with a magic wand during his performance. At one point he turns into a hula dancer, and the magician's rabbits (who are also ubiquitous throughout the entire cartoon) sing along with him.
