The staunch Reaganite, notorious for the $1 trillion peacetime military buildup during his tenure as Secretary of Defense, ironically began his career as a government cost-cutter.

Like those of Caspar Weinberger.
Anyway, I have nothing further to say, I just wanted to post some penguin poetry today.
