Also: why the "their" and "them"? In what situation will someone ever be trying to determine whether two or more people have had a stroke at the same time? Bizarre.

APA guidelines state that pronouns should be gender-neutral, unless refering to a specific person.

I did mean APA guidelines, which is what the medical/social services field uses. It would be relevant in this case, because of who put it out (Pensylvania's DPH, I think did it originally. It's in another comment on here).
