Phase 2 of the development project, to be completed in the mid-70s, was a unique new attraction in Frontierland that involved a humongous mesa that incorporated both a "western river expedition", a trip to the top of the mesa for a view of the park (but honestly, in my opinion, I'd have thought they would determine looking at the tops of show buildings to be Bad Show) and a mine train roller coaster.
The philosophy at that point was to ensure that both parks would have their own unique, signature attractions so that people would feel compelled to visit both. However, one of the most frequent questions they got at WDW Guest Relations was "Where's the Pirate ride here?" So they killed the Western River Expedition and fast-tracked their own version of Pirates.
However, the mine train project lived on as Big Thunder Mountain railroad, but its final version was nowhere near as detailed as what it would've been.
